Rules
for 2006 Football Season
1. All teams must weigh all players to
obtain their actual weight prior to playing, so the league can establish
eligibility to carry the football on offense or advance the football on
defense. All weights must be verified by
opposing teams system (Johnstown, Richland,
Westmont and Ferndale)
2. Players’ weight certification must be
completed by August 28, 2006
3. To establish maximum weight of players
eligible to advance the football and linemen who may be designated as heavy
weights.
(a) Minor Division - all players
eligible to advance the football and be in the offensive backfield and
defensive backfield must weigh 90 lbs or less fully equipped.
(b) Major Division - all players
eligible to advance the football and be in the offensive backfield and
defensive backfield must weight 110 lbs or less fully equipped.
(
c) Linemen - Heavyweight - all players weighting more than 30 lbs over
the average weight in each division will be classified as heavyweight and must
play in the tackle position when playing defense.
4. The defensive team will be limited to
two heavyweight players on the field at the same time, who must play defensive
tackles, and must be in a three or four point stands; except when the offensive
team has three or more heavyweight linemen on the field of play at the same
time, then the defensive team may match the offensive line.
5. (a) All teams in the Flag Division must play a basic 5-2 defense
alignment throughout the game, every game of the season.
(b) All teams in the Minor Division must
play a basic 5-2 defense alignment throughout the game,
every game of the season.
(
c) The teams in the major division
will be allowed to use any defensive formation.
6. (a) All teams playing the 5-2 defensive alignment will allow only
the nose guard, tackles and defensive ends to rush the quarter back.
(b) Teams defense must align in basic 5-2
with a man on the center, a man on each tackle, a man on each end (or outside
the defensive tackle to the side of the split end.) Linebackers must be over the guards and
deeper than the heels of the defensive tackles.
Secondary may be man or zone.
Defensive ends may drop for pass coverage but must start in alignment no
more than three yards outside the defensive tackles on the line of scrimmage.

c) Linebackers are not allowed to
blitz the quarterback, but they are allowed to plug the hole (to meet the
running back in the hole).
7. (a) All players eligible to advance the ball will be allowed to
play any position on offense and defense.
(b) All players not eligible to advance the
ball must play on the offensive and defensive lines. They can not play linebacker and they can not
be a lead blocker in the offensive backfield.

c) They must be in a down position (3
or 4 point stand) except for defensive ends.
(d) They can play tight end for blocking
only, they can not catch a pass to advance the football.
(e) If they recover a fumble and advance the
football, the ball will be brought back to the original point of recovery
because they are not allowed to advance the football.
8. (a) Any flag team in violation of rules 4; 5a & b; 6a, b, c;
and 7b, c, & d; will be given warnings.
(b) Any minor league teams in violation of
rules 4; 5a & b; 6a, b, c; and 7b, c, d; will be given a warning for the
first violation, any subsequent violation will result in a 10 yard penalty that
will be assessed per each infraction.
9. MINOR
DIVISION TEAMS
Eight (8) minute quarters – clock
stop
Ten (10) minute half
Twenty-five (25) seconds to snap
the ball
One (1) coach on the field
Once the team breaks the offensive
huddle, the coach cannot physically move players into position. The Coaches on the field must be quiet and
allow the players to execute the play.
Punts, Field Goals and Extra
Points, no defensive player can rush the kicker.
A. On punts - once the kicker kicks the
ball, the live playing begins.
B. Option punt/offensive team can request
the official to move the ball 20 yards down the field instead of actually
punting the ball.
C. On field goals and extra points - the
center must snap the football to the hands of the holder without the ball
touching the ground to be considered a clean snap. If the ball touches the ground or the holder
drops the ball before the ball is kicked the play is dead.
10. Major Division Teams (Grade 5 & 6)
(A) The teams in the major division will be
allowed to use any defensive formation.
But the defensive rush at the snap of the ball can only send five (5)
players to rush the quarterback.
(B) Once the quarterback receives the snap
from the center and clears the center by stepping to the left, right, or back,
he is now classified as a potential running back and may be persuaded by all defensive
players.

C) Any defensive team that rush more
than five (5) players at the snap of the ball will be penalized in the
following manner.
1. First occurrence a warning
2. Second occurrence 15 yards un-sportsman
like conduct
3. Third & subsequence occurrence - 15
yards each
(D) Eight (8) minute quarters – clock stop

No coach on the field

All rules are for the 2006 season. Voting members (head coaches and
administrators) will review the rules and discuss their merits prior to the
2006 season.
These rules were adopted July 31, 2006 by those coaches and administrators present
and eligible to vote at the July 31,
2006 meeting.
Side
Line Management
At games coaches and managers
will be allowed on the side lines with the football teams. All others must be in the stands. Head Coaches are in charge to insure this
rule is followed. The penalties for not
following this rule are as follow:
(A) 1st Infraction; 15 yard
un-sportsman like conduct penalty
(B) 2nd Infraction; Flagrant
mis-conduction 15 yard penalty

C) 3rd Infraction; Head
coach removed from field of play and game and must leave the stadium
